Arseniy Yatseniuk deems necessary to develop new energy policy in the world due to modern challenges.
On Thursday, A.Yatseniuk opened the Second Kyiv Security Forum and stated that "unfortunately, recently energy has ceased to be a commodity, and transferred into an element of foreign policy".
At the same time he remarked that the situation had changed drastically. "The so-called energy dependence is one of the modern challenges", - stated A.Yatseniuk. However, he regarded absolute energy dependence as a myth.
According to A.Yatseniuk, energy market lacks the rules of play to be fulfilled by all its participants. Therefore, "elaboration of single energy rules should be of top priority" for the sake of global security, as the most clauses of the Energy Charter are "of declarative nature".
The Chairman of The Verkhovna Rada of Ukraine stressed that oil extraction was presently under threat: according to the International Energy Agency, extraction of oil and oil products annually reduces by nine per cent. "It means that the world will face the shortage of power resources sooner or earlier, and this will result in the growth of prices, which can lead to the dictatorship of the countries-monopolists", - he stressed.
Arseniy Yatseniuk analyzed the current situation, and stated that all transport energy projects had been suspended due to the financial crisis and substantial drop in prices for energy resources. "Intensive development of energy transport corridors has been suspended actually from Canada to Kazakhstan. This will result in non-diversification of energy supply sources, further dependence on the traditional sources of energy supply and relevant risks related to exploitation of old transport systems", - he stated.
A.Yatseniuk dwelled upon the single energy policy of the EU, and stated that "unfortunately, such single energy policy has not been elaborated yet, though we hope that after ratification of the Lisbon Treaty and introduction of all mechanisms of cooperation in the EU, Europe will determine its position concerning single energy policy".
"Today Ukraine has a remarkable chance to become not just a transit country, but also a country that actively participates in different investment projects. Such projects should envisage obligatory attraction of the EU, Russia, Turkmenistan, Uzbekistan and Kazakhstan. All the participants of the process will be able to reach the result only in energy unity", - stated the Chairman of The Verkhovna Rada of Ukraine.
A.Yatseniuk believes that Ukraine should actively extract energy resources with the attraction of investors both at its own territory, and at the territory of neighbouring countries.
